Budget Q & A
Q1. Can you explain why the funding from the Feds is not used in the budget presented. What will they ($18M) be used for???? What is the “Special Aid Fund”?A1. The District has received allocations for three funding sources from the federal government that will flow through to the District via NYS.The CARES Act was from December 2020 and is currently being used in the General Fund based on guidance from NYS. This is because of the potential NYS aid cuts to school districts in the 2020-2021 school year. As such Districts were told to record and utilize from the General Fund as part of the annual budget.The other two funding sources (CRRSA and ARPA) are the $18M total that you refer to. These are NOT General Fund dollars as per NYS. This means that we cannot utilize as part of the General Fund Budget and are not in the information that you have seen on the upcoming ballot. These funds must be reported in the Special Aid Fund as per NYS and can be used over multiple school years (through 9/30/2023 and 9/30/2024). Special Aid fund accounting requires that all funds be kept separate and reported by project. This is how we report the other federal grant awards for Title and Special Education (IDEA) money.Just this past Monday evening we provided a presentation to the Board of Education that provided more details on these funding sources. At this point we know that we will be utilizing funds to address learning loss for our students and providing additional educational support as needed.
